Hi all, sorry it this has been covered before, I'm at work and don't have time to read through all the threads.
I have a nice gaming rig and have always played NS2 on max settings and have 60fps+ constantly.
After the update my game felt as choppy as hell and when moving my mouse from side to side it felt like the game was running at 10FPS.
I turned on Draw FPS and still getting a constant 60FPS. Checked all my graphics settings... nothing had changed all was on max and vsync was on triple buffed. After a lot of mucking around I found that even though vsync was on in the settings the update seamed to disable it. To fix it you only need to turn vsync to off, close the settings window and re-enable it again.
TL:DR. Turn off vsync, close settings windows, re-enable vsync. Problem solved.

Edit: The only problem is that I have to do that every time I launch the game
