Offset & Messed up graphics

I've a 37' flat screen tv (vizio) that i've hooked up to my desktop, I've bought NS2 from steam couple days ago but have yet been able to actually play it cause since my screen ingame when you first start up and get to the Play,Training, Options, Exit etc is fully off to the bottom left corner of my screen to the point that I can still get in the options to change the settings but Im not able to hit the accept icon at the end of the selections to actually do anything. I have unstalled/reinstalled from steam NS2 5 times including today thinking there was just something in the files that didnt actually get downloaded, checked via steam to make sure all files were in working order and they are or at least its saying they are if thats the case why does it only show up as a white piece of paper as the game icon on my desktop? now when I try logging into the game the background at the start isnt the same as it used to be with the alien "grass" growing on things in the back ground, its a color thats blackish with spots that turn green once in a awhile. I did try things like changing the html in the system files only to get it sorta in what you would say would fit my computer but everything is to the point where i cant hit the accept to accept anything (even went into the tv settings to change the hoz/ver & nothing stilled the same just moved it) since buying this game (actually bought the 4pack to gift to a couple of buddies) it has given my tv screen a rolling black bar that rolls down from top to bottom and flickers while doing it which I've figured out how to fix only if I dont actually try and play this game but if I even start NS2 up the bar starts rolling again. I've a laptop that can play this with no problems screen wise but the problem with that is my laptop is having over heating issuses right now even with a new cooling fan and I dont want to be enjoying myself only to have my laptop die on me while playing hence why im trying to get it to work on the desktop. one of my buddies that i gifted the game to has a 20 something inch actual computer screen and NS2 works fine for him, so i'm at a loss and hopefully someone can give me a clue or a actual fix to the problem

So looking atthe image it seems like you are having some sort of loading issues. can you post eh contenst of your log file in %appdata%/Natural Selection 2/log.txt
I would verify your files using steam as well.
