How do i create a server?

I've tried making a server not using steam, or streamcmd. It seems to work but... im now stuck, how do i get my server up and running functionality wise, to update to the most recent server build? I did use the HLServer to download the parts of the server files i needed, along with the file ns 32.zip file.

If anyone is online i am live streaming what im doing right now as i attempt to figure out what im doing wrong. So feel free to post here or respond in the chat box in twitch. -->

Neeeeeeeeever mind, ill be uploading a mini vid of how to setup web based gui, or so what i've understood, thanks to Durnda(SP) and another dude whos name i have already forgotten within 5 seconds.

yes it was dePARA and another dude, but yeah now im trying to install mods to the server. Otherwise its 100% ready to go, just modding it is the only last thing i need to do.
