Console Command..

Im not sure if this has to do with the console since I havnt messed with it, but i used to get the info boxes that told what a structure was, what it did and such, and when i selected a weapon it would give some info bout it and how much dam and stuff, and for the aliens, tell me what each upgrade did (ex. celerity give u whatever.)

Now the help stuff doesnt show up. Is there a command to make this come back or is it something else?
