Game freezes when moving mouse in the UI

Hello,
I have this unusual problem, where the game play is smooth like chocolate milkshake, but UI laggs as hell. For example in the main menu, you see the animation in the background and it is again very smooth. But then i want to select one of the options provided and game literary freezes when hovering mouse over the hyperlink. This makes game unplayable for the commander marine. Could you please advice how to fix it.
PC specs:
AMD Phenom II X4 965BE (3.4GHz)
AMD Radeon HD7850 (2 Gb)
Kingston Hyper-X RAM 1600 (8 Gb)
Windows 8.1

Please help, as I would like to renew childhood experience gained with NS the first :)

    please run the command 'profiler' and use spacebar to freeze is just after a lagspike.

    then use the [ and ] keys to make the biggest red spike lightred instead of darkread.
    Then find the biggest purple bar, click it open to its fullest.

    Here you are. First is ingame (opened armory, but then i was kicked for afk so background is starter menu), second just starting menu

    2nd picture has a huge spike on 'Processmessages'.
    A lil forum search came up with "Something is running in the background or Windows is being a busy bee. That message is a low level Windows function according to a dev."

    Try updating drivers, disable all overlays (if any), check to see if your computer isnt doing something.

    If you have programs to 'improve' stuff, deinstall them. (You should only have your antivirus/firewall suite installed).


    As picture one is nagging about 3D id start with drivers. :)

    Thank you for your reply. There are no overlays of any sorts. Drivers are always up to date.
    The game itself on the max settings gives me solid 60fps. Only menus react this ways - fps drops to 1. My first guess would be Windows 8.1 which is still in preview mode. However no other game reported similar lags or even lags of any sort :)

    Some people reported weird issues with 8.1 & beta drivers.

    8.1 is a "Preview" mode using beta drivers and does not currently support NS2.
