Custom crosshair mods, just experiment with what you like. You might want the minimap blur remover. Pew pew's motion tracking circle may help you. Other than that most stuff is cosmetic stuff, and if it isn't cosmetic stuff most times it won't pass consistency.

Most mods need to run also at the server if you want to use them. Only client stuff that works otherwise is already mentioned: custom xhaires and some skinns. Im using this xhairs: http://steamcommunity.com/sharedfiles/filedetails/?id=130860027
Also maybe you should subscribe to the combat stuff if you want to play the combat mod, so you don't have to load it while joining a server (maps etc.)

No the Combat Mode is a completely different game mode created by the community. It is more like the normal Team deathmatch mode known from games like CoD. But as it is community made you have to download the mod and all the maps before you can join a combat server.
