Issues acualy getting into the game, kinda.... (SOLVED)

I can launch the game, but when I click play(no animation when I click/hover over the choices on main menu) the play goes to the top right corner and I just see the background doing its thing...... is this because my graphics card isn't great/good enough. It is just a bit better then what is required to play Black Ops 2(though I regret purchasing that game in the first place, $30 could have gotten quite a few more better games.....)

Also did you read the recommended system specs before purchasing the game listed on the bottom of the steam store page?
Black ops 2 isn't exactly comparable and this game is more processor heavy than graphics heavy, and much more so than other games
Radeon HD 3870/3880 (don't remember and computer doesn't list it correctly)
AMD 3.2 quad core
4g RAM
Notice the PLAY text in the top right, but nothing happening.
This happens with all of the other options as well.
I'm not sure what the issue is, I'm trying to figure it out myself, i'm trying to force settings, and uninstall and reinstall and nothing is working yet.
had to MANUALY reinstall the game.
