How To Adjust Ambient Noices' Volume Level?

-CPU speed and make: Intel Pentium 3, 733 MHz
-Sound and graphics card makers and memory: Terratec DMX Xfire 1024, Asus GeForce 2MX, 32 MB
- Operating system: Windows 2000 (Service Pack 3)
- Graphics mode and resolution you're running in (OpenGL or D3D): OpenGL, 1024x768
- Whether or not you're running EAX. (Don't run EAX.): Running A3D
So, all the hive, ventilation etc ambient/background noices/voices keep playing VERY loud. I've tried all the MP3Volume, BGMVolume, cl_musicvolume, volume commands and none of them is affecting the background noices.

I'm thinking if a sound is played at volume 0.8, then you change volume to 0.2 and that sound is still playing, it wouldn't get quieter would it?

Looks like I'll have to edit each one.
