  I've been hitting exactly the same problem.
  
  Tried deleting the shaders folder as well as the NS2 App Data folder with no luck. Also reinstalled from a different Steam server.
  
  HUGE log attached.
  
  Should also add, this is a completely fresh install with no mods. Only just got the game.

  does the console work and what does it say? console = the "~" key.

  A quick note.
  I noticed mine frooze when it was recompiling shaders for the menu background.
  I can imagine on a fresh install this takes longer?

  I am having the exact same problem as well. It started happening when I had to re-load the game after steam uninstalled it for some reason.

  Same problem. I've deleted and reinstalled twice, now.
  
  Also, the console will open. I'm not sure if this means anything. I'm not a programmer or anything, so I've no idea what any of it means. So I can't comment on it working or not.

  Having the same issue, reinstalled twice, verified, deleted shaders, deleted appdata. Nothing working.

  It doesn't show but in the first 2 images I am mousing over Play and Options (no hilighting noted). If I click on one of those I get a screen like in OP's image.
  3rd image is console.

  I managed to fix it. First, I deleted the local content on steam. Then I went into the steamapps folder and manually deleted the NS2 folder there. Reinstalled and now it's working fine.

  was just going to suggest that.
  For future reference. The picture of the console showed your console was utter crap and entirely filled with incorrect stuff.
  
  you should have a small section which includes which graphics card you use.
