Irresponsive main menu, lightening missing in main menu

I got a weird problem with my main menu. It takes very long to show up, even when the menu and its background is visible it takes about another 30 seconds for me to be able to interact with it. And the scene in the background is missing its lightening. And the menu text is some dark grey color.
I tried deleting all my mods and the APPData folder, verifying game cache etc,... That fixed it for about one restart. I'd like to avoid having to redownload the game, so if there are any fixes available, it would like to hear them.

Shaders should recompile next time, or otherwise reinstall NS2?
possible ironhorse has a faster way.
edit; after deleting the shaders and all my mods just out of paranoia, still having the same problem. Verified steam cache and it says everything verified 100%
latest amd beta drivers and directx up to date
I think I'll wait for Ironhorse, he should have more information about the internal workings. If he has no idea, I'll reinstall
For me it was the mods - I think some mods were outdated so I had to deactivate them because my main menu would load at an old version.
I had the same mod, that probably causes this problem.
