Web Admin with optional chat auto-scroll

I find it annoying that you can't scroll back in the chat history because the autoscroll will constantly move you to the buttom of the chat window so I've created a little modification which adds a checkbox to enable/disable the auto-scroll feature.

Just download the attached zip and upload the content to your gameserver.

    You're a champ. This is one of the more annoying things about the Web Admin. The other is lack of real-time ban listing (banning someone won't show on my ban ui til map change, even with refresh).
