Jetpack need some counters and upgrades

I agree that jetpack is really useful in the mid/end game but i can't understand why evol like speed and carapace can be available for free during the all game and jetpacks cost an expensive price as 10 ressources.
Why i need to choice to save ressources for exo or buy 5 or 6 jetpacks. What about spawn with jetpacks while the prototype lab is power on ?
With this kind of suggestions, i understand people will say "It's unbalanced" and i agree with that.
For this reasons, i suggest to change the behavior of jetpacks :
- Raise by 20% the fuel tank
- Decraise by 50% (maybe more) the speed regeneration of fuel tank
- The armory regenerate as the health the fuel tank more quickly
With this upgrade i propose to make bile bomb more effective against jetpacks like a player splashed by bilebomb cannot use his jetpack (as the MACs)
This request is for players who don't want to have to make a choice between a jetpack with a heavy weapon and exosuit.

Comments
Speed and Carapace don't allow them to fly. And Carapace only adds...what...30 armor? Of course it is free. Why would anyone pay for 30 armor...Oh wait we also get it for free on respawn when it's researched through an arms lab (armor 3).
And I don't think it would be fair for 12 people to automatically get to fly just because a comm built a protolab...i.e. build protolab -> immediately rush hives with flying GL's and Flamethrowers...

+ you ask for bile to disable a JP ? Seriously, with so much bile haters already out there ?
It also allowed late game skulks to still be effective in combat against armor 3 marines.
