Comamnder Interface is slow to appear, can take 10-15 seconds before map and build menu shows up

I noticed that some of the in game menu stuff is not appearing instantly. This has been
- Commander mode overlay does not appear. I was alien commander and could only see the minimap white rectangle in the bottom left corner, but not even the minimap itself. I also could not see any buttons to build structures. Only when i hover over the bottom right corner after a bit did the background of the menu show up, but not the icons or text. Then a few second later the text and icons appeared. Took around 15 seconds total for all the buttons to appear as usual.
- Scoreboard is all black backgrounds, the colors take some time to show up
I have only seen this in build 240

Texture Streaming is off but there's something odd going on with the loading of textures. It's not just the scoreboard either. Other texture such as wall or floor textures can take massive amounts of time to load up, if at all. Some times it just gets stuck on low resolution textures. The only way I've found to fix it is to go into the options menu and swap through the texture resolution options, that seems to force them to load.
The really odd thing is that I played lots of NS2 when the patch came out without problem, but this suddenly started happening today.

I also remember something new, but I forgot the correct sentence. It was related to leaks I believe. Error: 11 sth sth (1524 bytes) missing or so...hope that helps.
Edit: I forgot to mention that I believe that I can see every alien RT on the minimap as rine for a certain time after the minimap has finished loading. Even when noone is near them or the Comm could scan them. It happens in the first minute in the game without obs or players near the alien side of the map...
It takes literally a minute or more for some textures to load up (despite Texture Streaming being off), it's especially noticeable on the interface parts but also affects other textures.
Some changes to texture streaming have occurred lately. (namely, its somewhat enabled in certain ways, regardless of settings.. this is intentional)

I was able to fix this issue by restarting the game, the first time via shutting it down and going back into Steam to start it up again, and second through the Restart-Button located in the Mods Menu in the Main Screen.
This bug is infrequent, and fixed easily, however may prove a little aggitating for discovering it mid-match and being unable to communicate in the vectors I described. Could be caused by some of the performence changes, though since I'm not a programmer in any fashion, I wouldn't know where to begin to know what the problem might be.
Also, in course with the Original Poster's topic, on occasion, the alien infestation fails to render at times as well, resulting in a matt-black appearance such as if it had no texture or skin whatsoever. Changing my graphics settings and causing the game to 'rebuffer' the textures generally fixes this, but not without the performance lag of changing settings midgame. This is slightly more frequent than the UI problem I described above, but not frequent enough that I've been consistently annoyed by such glitches. They are, after all, easily fixed, if not by repetitive measures.
These have all, so far, manifested on Descent, so it may simply be a problem with how the map performance is compressed, as far as from I've read.
