Bug: leap upgrade enables blink for free?

I'm not sure if this has been reported, I would think so... but in case it hasn't. There's a huge bug with B239 right now in that blink doesn't need to be researched in order for fades to use it. Just get leap, and blink comes for free. They can't get vortex until they research blink first, but if blink is all you care about, it's free.
