Shouldn't the pistol draw be faster than the primary?

What's the point of a sidearm if it doesn't really compliment your loadout? Should the draw be faster than your primary? I often find myself regretting that I pulled out the pistol and should have just reloaded my primary while skulks bite my toes off.

If nothing else, why do we rack the slide / charge the weapon every time we draw it? After the first time you're just expelling good ammunition. Shouldn't it be loaded and ready for deployment with a round in the chamber?
