5 FPS in main menu sometimes, relaunching doesn't help

I've only encountered this a couple of times. When I launch the game, I get a very low framerate (4-5 FPS) in the main menu itself. If I jump into a game directly by choosing to join a friend who's already ingame, that's laggy as hell as well. Relaunching the game doesn't help. I ran into this last month, got frustrated and didn't play the game for a couple of weeks, so I don't know what made it go away. It's cropped up again now.
