Need help with bringing my FPS up.

Like hundreds of other people I'm having problems with low FPS. My computer specs:
Win7 64bit
Phenom II x3 2.8ghz
GF 9800GT
OCZ 4GB RAM
MSI 770-C45
PSU OCZ 500MXSP 500W
I know that I can't play the game in high details, but quite clearly the specs are at least similar to minimal requirements. Still the game is unplayable. I changed my resolution to 640x480 (yes...), turned off everything I could or changed to min. The result is that game looks worse than CS 1.6 and has lower FPS than Crysis with everything maxed out. I just don't get it. At the start of the match I have absolutely no problems with FPS, but it goes down, as the game progresses. I noticed that I have <b>extreme </b>problems when the exos enter the game. This is where I'm getting totally confused, because there have been reports about problems with sound that cause the game to slow down:

Is there any way I can remove the specific sound samples from the game to see if it improves the situation?
I get huge FPS hits every time exos open fire or snowball is thrown. I need help in identifying what exactly affects the poor performance of the game. It could be that my hardware is too weak (though it shouldn't be according to min. requirements on Steam's page), but the game runs very smoothly at the start and when I start fighting with exos the FPS drops like crazy.

EDIT: I know that NS2 is very demanding in terms of CPU performance, but it simply does not explain, why on minimal settings, with ridiculously low resolution, my FPS drops below 20. It's not the case of having 35FPS and just considering the game to be unplayable at such frame rate (I would be very happy with 30FPS in NS2). The game frequently drops below 20FPS and I just don't think it should given that it looks like something released before 2000.

Im not sure on the architecture of the AMD cpu, but i think you need a better one. I have an intel core 2 duo 3.3ghz and overclocked it to 4.0. it made the game much more playable. Basically more power (not more cores)
I think they understated the min specs to be honest. Unless they meant the min specs is to open the game... their recommended specs should be minimum to have the game playable.
