999 ping for all players on server

I have two servers and the hardware is identical. On one of them sometimes peoples ping on both teams is 999 for 5 minutes or so then goes away. During the time everyone has a 999 ping everyone is saying the server is lagging bad. Seems to happen on mineshaft a lot when the aliens are dominating the map. Anyone else get this on their server? What causes this, it is a hardware issue or a bandwidth issue??? I'm at a loss...

999 ping for everyone is a server connection problem. You'll need to contact your game or server hosting company to figure out what's going on.

there was a bad switch in the data center. all is good now :)
