NS2 launch problem, just a background with music

I have a problem with the game. NS2 (NS4)
When I launch the game it just shows the background with music playing but nothing more.
If I move my mouse to the left of the screen I can hear what sounds like "Menu sounds" but nothing happens when I try to click anywhere.
My computer is Windows 7 64-bit

Comments
Using 12.10 or 12.11 causes the problem.
Happy to provide logs to UWE if interested
I hope the developers can solve this because using the latest drivers is always good.
Downgrading to 12.9 or 12.8 helps?
I can only use 11.10 or 12.10/11 drivers because all other drivers for me cause a BSOD when starting windows.
I do think there is an issue in the latest drivers for ATI cards. (not a surprise)
Maybe this game should have had broader Beta testing base before release. Seems quite a few people got some form of problem. I hope they get resolved.
Hoping others come forward with the same issue, so it can be looked at more urgently

Error: Attempted to load remote options from a file that does not exist.
Go to %APPDATA%\Natural Selection 2
edit system_options.xml the line that says <window-mode>

I can load the game now, but I am getting disasterous FPS even at the main screen, like 34 FPS when going into options.

Only a few drivers work
11.10
12.3
12.8, using 12.6 CCC
12.10 and 12.11 beta, but with terrible performance.
Oh and on ALL drivers one card gets stuck in power saving mode, need to use Sapphire Trixx to keep it running at full clock speeds
Ask me for what info you need. I will play other games until this is fixed. Although I'm thankful for any help, patches etc I feel I can't spend my time being the support the game. I'm not trying to be rude, just that I feel that if a game does not work, when it just should. I don't feel like, or have the time to mess around with things. I can spend a few hours playing a game that works. I hope I don't come across as unappreciative of your efforts with this game or trying to squash bugs. That's not my intention. But I get really tired of things that does not work.
I'll pass this onto the devs that this isnt working, but a patch may be a long time away and a fix may not even make it in, this may even be out of UWE's control.. i have no clue, but in the meantime u can use the solution posted above.
I play NS3 and BF3 in the mean time.
At first I could not find "%APPDATA%\Natural Selection 2" but after search if found out its located under "Your username / AppData / Roaming / Natural Selection 2" on Windows 7.
After doing as the person above suggested the game appears Windowed when it's launched but the same problem persists. There is no menu.
But if I move the cursor around I can hear the sound of what appears to be a menu of some sort. It has been some time now after NS4 was launched and I still can't play it :S
I have also tried the "i_rawinput false" but nothing shows up.
How ever. the Console is full of this message. Maybe this can help the developers develop a little.
Error: shader/GUIBasic.surface_shader: No shader template loaded for surface shader manager
This definitely sounds like a driver issue or a bad installation, and even then a very specific one, considering that this error isn't occurring for anyone else.
My brother uses a desktop AMD card (a 5850 if i'm not mistaken) with 12.10 drivers and he doens't has any problem also.
Just wasted my download limit for nothing..awesome
Went to the ns folder "shader" or shades. and deleted all the files in there.
Open the game folder at Steam\steamapps\common\Natural Selection 2\.
Open the redist\directx folder and run SETUP.EXE
Also remove the folder in the ns2 directory labelled SHADERS
When I did that I got the mouse pointer back at least but still no menus. I checked the Steam integrity and it downloaded a few files and now it works perfectly.
Finally I can at least launch the game. I have to say I think it's bad of the devs not to fix issues like this. People should not have to tinker with their games to get them to work. Some people might actually not have the computer skills to understand what to do, where to go, what to ask...
NOW IT WORKS!
Ummm I never had to go through any other PC games files to get things to work unless I was putting something custom in or hacking it. Lets be honest this game is insanely difficult to get to work. I finally got my first game to load a few days ago and since the new patch I just get black screen with music. I think before these devs decide to add all these new gameplay features, they need to iron out more of these bugs. Whats the point of more gameplay features if no one can play the game.
