Mods won't work, won't download

I can't get any mods to download and work and I don't know why. I check my mods list and they just sit at downloading(0%) and then say unavailable and go back to downloading(0%) again. I've tried to set them to active and not active.

    are you set up as an administrator on your computer? maybe there's some weird thing where you don't have write access to your own user folder.

    i am an administrator yes. and i joined a modded server earlier and it downloaded some of the mods on that server, but any mod that i have to get off the workshop doesnt work

    have you restarted NS2 after selecting it in the workshop? maybe try restarting steam as well?

    Also, there are a lot of mods that are serverside. I also ran into an issue a long while back where the game would freeze on startup, which was fixed by unsubscribing from all mods, then deleting the %APPDATA%\natural selection 2\workshop folder.

    ive tried restarting yea, see idk what the problem is -_- for example i tried to the the caged map and it will not download no matter what i do. ive seen plenty of people in servers on the caged map so i know it works
