Is NS2 engine flawed or is there a way to fix performance issues?

Because seriously, I'm seeing a lot of posts here on the forum with people complaining about low performance on high end computers. My computer isn't high-end, but I think it meets the recommended settings:
I'm using:
W7 x64
Intel Core i5-2430M 2.4ghz
RAM 6GB
AMD Radeon HD 7650M 1024MB DDR3 / Internal Clock 485Mhz / Memory Clock 800Mhz
I'm trying to get some decent fps. The FPS stays around 25-40 FPS. Doesn't matter if there is 1 or 10 marines or if it is late game or early game. It's always like this.
EVERYTHING is turned off. The only thing that is on the highest setting is my resolution (1366x768). Please, just tell me if this is a game issue and you guys are working on it or if the problem is on our computers. Thanks.

I am getting around the same performance you are and have been making quite the ruckus because I have been getting better performance pre 1.0. (And no it was not the infestation that caused the slow downs) .

I won't refund because the concept of the game is awesome and I'm a NS1 fan. But I'm not touching this game until they repair this. I only wished they replied to our threads, maybe through a single sticky post.

In one of the news threads I have asked the devs on Player retention rates etc. because I simply did not believe that the general FPS for players is increasing.
Ever since the steam sale an influx of new people is posting about performance issues.
Hint: the folk that were initially voicing their concerns on the forums (which in itself is a small minority considering on what it takes to fire up a forum and register if you still care about a game) is slowly fading out because they simply are not interested anymore.
A much better indicator of performance issues is the steam hub forum, because it simply does not require registration.
There you will find most threads divided between trade posts and performance issues.

I think the 7650m might be your issue. I just played around with the clocks on my 7850 (normally run it stock) and just increasing by a few hundred mhz on both core and ram gave me a 20fps increase. Playing with my CPU clocks doesn't change much, even if I drop by a whole gig. This would indicate that the game is very GPU heavy.
