High end system still falls below 60FPS at lowest settings

I love NS2's gameplay but the performance is just so disheartening. I've read through most of the performance tips posted here and across the net to no avail.
I am running an i5-3570k, overclocked @ 4.0ghz, 16GB 1866mhz RAM, GTX670 GPU (also overclocked to ~1240Mhz core clock), and installed the game on 2 SSDs in RAID0. I never get below 60FPS even in the most demanding of games, with all settings maxed (farcry 3, battlefield 3 etc.). But in NS2 I am struggling to stay above 60 with all settings on low! The ready room I can see 80-120FPS in general, but as soon as I get in any sort of fight it just tanks to the 40-60 range. In game I see r_stats showing 0 ms wait on the GPU, so is this a CPU bottleneck? Considering I have pretty much the best consumer CPU you can really buy (besides the extreme $300+ intel chips), thats reallly hard to swallow.
In general for competitive online FPS I try to hit a constant 120, because below that the input lags starts to hurt my play. I don't really mind having to play on the lowest settings, but for how important frame lag is in this game (especially on marine), I really feel like it should be possible to have 80+ constant FPS with top end specs like this :/
Hope future updates are still planned to improve the performance, would be a shame for such an awesome game to be crippled by performance issues like this.

Considering i see waiting for gpu > 0ms a lot of the time, you should be getting a lot more fps than me
Actually i get about 160-200 FPS in Readyroom also, but only if i turn MSAA/Atmo. off and infection to low. lategame the FPS gets hurt depending on how many players and exos/onos running around.
Early Game i reach about 80 fps, so u might got some worse settings ? dunno. type "Profile" into console to check out the usage of all. and for the CPU just take the taskmanager in the background for some minutes and check if it is running on 100%

Are you running 1080p? For reference I get 60FPS at 1440p 80% of the time. And that's with ambient occ off and no atmospherics. This game is a ###### to run.
Yes I am running 1080p, even though my monitor is also 1440p. At 1440 the performance drop isn't huge so I am considering going back to that since it made little difference. I will play a little tonight and see what the CPU/GPU load is at, I believe the game only uses 2 cores ? Ill try and record per core load during play.
