You'll have to open a support ticket on Steam to get the Deluxe edition. I did the same a month ago. Just tell them you want to upgrade your NS2 to Deluxe and they'll provide you instructions, and keep in mind they may take up to a week to reply.

I did open a ticket to Steam support and they helped me to get the Deluxe Edition working.
Paid the price of the Deluxe Edition, no refunds.
