i'll be writing a tut on that one.
basically you open a new document of 1*2 (pixels, yes).
You take the pencil (B)(right click on the brush thing)(<span style='color:red'>1</span>)
Now paint 1 pixel black.
Leave the other pixel transparant.
now, press ctrl+a, or select>all. (not necessary)
Now you go edit>define pattern
Name the pattern as you please.
Now, select the paint bucket tool(G)(<span style='color:red'>2</span>)
Select pattern from the toolbaroptions thingy (<span style='color:red'>3</span>)
The last thing you should do is select the pattern from the box (<span style='color:red'>4</span>) and put it on a new layer.
There are more techniques, but this one is by far the easiest.

You can go: image>adjust>hue/saturnation (check colorize box > 120 - 25 - 0) to the layer you want to color.
OR you can hold control (options key on the mac) and click on the layer that has the blinds.
You make the green you want as the foreground colour, and press alt+backspace (fill selection)
You can also try a combination of the two.

The soldier is... well, gruesome, looks more like a zombie to me.
Try putting some levelshots behind the marine guy, it should be more 'filling' if you know what I mean.
Not bad for a first try though! good job!

try to enlarge the picture of his head as well (ctrl+t (free transform), hold shift for a 1:1 ratio)

I'll give you a pic.
If you can't select all the white, you can adjust the sensitivity in the toolbar. (the bar where you also select between pattern and normal fill)
I've added Pulse Line, Background and a bigger zoom...
