I didn't even realise chuckle was still in the game because I hate those "hold down key and mouse over your selection" type windows and just keybound everything I could. I was really missing it! :(
If you open up the voice rose thing in Lua, I think there will likely be some command called in the end.
I also want to note to devs that comm roses tend to only be easier for consoles, and usually have no place on the PC. In TF2, I can call out a spy or nag an engineer for a dispenser without looking at the center of my screen, or losing control of my mouse.

I hate the friggin' thing especially because it hides the commands from newbies and is silly to use in game due to temporarily mouse/movement control loss... I was against the reintroduction of it, but somehow it's there staring us in the face :(

I'd bind chuckle to "L" key (for LOL)
At least we still have the "Taunt" sound... I guess you could say we have two taunt sounds now, chuckle and per lifeform taunts.
