I'm pretty sure that these messages are completely harmless. Like Rothgar mentioned - the displaying of these messages is not the issue rather there is something else causing a slow down.

I did a quick little test with changing the CPU clock speed on a server that was almost full and noticed that any change in the clock speed resulted in these messages on the console (even an increase in speed). On a server with EIST and C1E disabled, I wasn't seeing these messages or any slow-downs (tick rate drops) so it is probably related to a change in the clock speed due to server loading.

that are just a few lines from the log

    this cant be "just debugging"<!--QuoteEnd--></div><!--QuoteEEnd-->

I had this happening on my server as well.
Dedicated running on Ubuntu 12.04 with wine.
Hasn't impacted performance as far as I've seen but my PuTTY screen does keep scrolling and scrolling.
What does it mean? Someone actively speedhacking? Lagging?

Does appear to have been a hacker according to the log:

in my case it was just me standing in the RR who was causing this log entries.
The root server (debian) and the virtual server (2008 server) weren't under heavy load at this time.
Only the ns2 server was almost dying so the clients timed out

well until this gets fixed i'm bringing down my servers. Can't believe it has gone on this long since the latest build.

I get these messages popping up as well on my server. It does not seem to effect performance.

I bet that's just an idler who just alt tabbed to windows and back. You can do it yourself (Listen server) and check your screen: you have flashing red plug and console flood "Client sent a move in the future".

Client underflowed time credit (47.11 ms for move)
Client underflowed time credit (89.26 ms for move)
Client underflowed time credit (50.33 ms for move)
Client underflowed time credit (51.10 ms for move)
Client underflowed time credit (46.75 ms for move)
Client underflowed time credit (45.00 ms for move)
Client underflowed time credit (38.15 ms for move)

So instead of showing "Client" can we actually see the steam ID or the name of the person?

I have 3 log files from 1 specific server I host which is about 150 Megs each due to this.

But on that server I rarely get the "too many frames to process error"

Any ideas as to why it is doing this?

i get these errors on my server also. with a few people i only see it once in awhile. once i get to 14 people i start seeing more and more. but after 14 people, lets say 16 - 18 its just a constant spam. my server can only handle 14 people till reg starts to be of a loss. but i wonder if it is something with it just spamming in the console. anyone from ns2 development have any ideas?
