Fixed it...I accidently used the -console command while launching the Server and that caused some issues. Went back to the nice nonstop tick of 30 in idle mode.

In future, its wise to leave your initial post intact, can help future people with the same issue.
The initial post was:
I updated my Server from Build 228 to 229 and used the -console parameter the first time and that increased the hardware requirements, at least it looks like it.
My Server Setup is from Hetzner and is:
Intel Core i7-2600 3.4 Ghz, up to 3.8 Ghz with HT Tech
16 GB Memory
2 x 3 TB HDD Space
Without the -console parameter, I have a constant idle tickrate of 30 on a 12 Slot Server. With 6vs6 players, means a full server, I had a tick of 25 - 30.
After using the -console parameter, the tickrate was pending between 20 - 25 nonstop instead of giving me the usual 30.
A side note: The Server runs Debian 6 with WINE 1.4 to run the NS2 Dedicated on Linux, which runs great so far. Only advise to people with the same setup: Do not use the -console startup parameter, or your tickrate will go down.

you can probably tell when I do play NS2 by the tick rate fluxing -
But i'll try it i guess and see what happens.
Yes that is what it does. I suspect the performance drop here (like the poster also suggested) is because he is running through Wine and most likely the way the console is rendered is not something Wine deals with very efficiently.
