Disabling Rookie Friendly?

so its been a few weeks since NS2 came out so theres not a lot of rookies anymore and theyre starting to figure out the game a lot better so now i want to remove rookie friendly feature on my server I tried doing it from ServerConfig.json replace true with false...didnt work still says rookie friendly on serverlist how can i remove this feature? I'm using ns2stats mod btw.
