I thought it was 24
I was under the assumption that the max a server could have was 24/24.

I did however see and was able to join a server that had 29/29 and it was fully functional.

Is that the new max or can it go even higher?

Also it stays at 28/29 because it will kick idle/last joined user to make room for reserved slot users. Also it is not classified as a MOD server?

Possibly a hacked exe/dll. Maybe it's even modifiable via Lua, but don't think so.

Dude, your server can't even handle 24 players: http://ns2servers.devicenull.org/detail.php?id=20489 . Your servers connection speed has very little to do with the number of players you can handle. The fact that your tickrate averages around 15 with 24 players is a pretty good sign you shouldn't be running that many players.

    That is some crappy tickrate.

Once multi-core is created, we should be able to host a 40 man :D.
Until then i'm sticking with 2x 22 man servers on 1 machine.

All that matters is that players cannot detect the drop in tickrate. As long as there is no lag in game and everything appears to be working as expected, you are fine. Hell, this is the ideology that racing game developers follow due to the difficulty in network physics.
