Some people don't have a mic or are not... Into mic speak, you lose in terms of what he is doing in that chair. but if he does research the good stuff and supports fairly well, I thin it's fine. Other then that you could always boot them from the chair as a last resort...
So no, it shouldn't be a be a bannable offense.

At the very least you <b>need </b>a microphone to be a commander. I ignore most of what players say in text chat, so if the comm goes that route I simply miss whatever they're saying.
If you give enough informations and actually speak to your team (You know, typing is actually communicating), then I have no problems at all...
The only commanders that are annoying for me, are that who do not type or speak through mic at all! I don't know why, but this happens with French guys (no rasism, just experience in last 2 days). Other than that, I have nothing against comms without mic.
I agree, I would take a person who knows the game but has some problems with communication instead of a fresh rookie with perfect communicative skills.

Well, if you want a request from commander and he doesn't respond at all, even if you type something very easily to understand like "Upgrade: Silence"/"Commander, regeneration" or whatever, he doesn't do anything about your request for more than 15 minutes... then it's frustrating (especially when he is flooded with team resources), am I right ?
I don't need comm to talk about his life and how he enjoyed some soccer game. I want him to do his "work", as I do mine on the field.
And as you said, I do not like commanders who keep their talk on, it's annoying and actually handicaps your team, due to not being able to hear other sounds.
Yes. I have no problems with noob comms (gotta learn sometime) or comms who don't use voice but still manage decently. I am all of these things. It's the ones that are mute AND deaf that are so aggravating. If you wanna hop in the chair, at least be <b>responsive</b>. That's all I ask.
And if you really can't speak or understand any English ("COMM BUILD ARMS LAB FFS!"), that's unfortunate, but unless you are a very good comm and already know what you're doing, it is pretty much mandatory when comming in this game.
Quite frankly it's tons better to have a comm who can respond to your needs in a prompt matter with or without voice than someone who has no clue what to do with your team. Though every comm should at least make a token effort to organize an assault towards a base as players have a tendency not to listen to regular players. Must be the yellow voice chat icon?
I've done games without speaking into the mic
It requires a lot more click and using waypoints, but generally it will make you a better comm because of the practice with microing
