Just create a pattern with a black (or whatever colour) line and another line in between transparrent. Make sure the transparrent line and the coloured line are the correct heights that you want. Then use lasso to select the 2 lines, add to pattern. Then apply the pattern to a new layer over the top of your image.

basically you open a new document of 1*2 (pixels, yes). You take the pencil (B)(right click on the brush thing)(<span style='color:red'>1</span>) Now paint 1 pixel black. Leave the other pixel transparant. now, press ctrl+a, or select>all. (not necessary) Now you go edit>define pattern Name the pattern as you please. Now, select the paint bucket tool(G)(<span style='color:red'>2</span>) Select pattern from the toolbaroptions thingy (<span style='color:red'>3</span>) The last thing you should do is select the pattern from the box (<span style='color:red'>4</span>) and put it on a new layer.
There are more techniques, but this one is by far the easiest.
And one more question... If you want like... Wait i take an example... Imagine that you look at something through a camera... And that camera shows like everything green (But you still see what it is..) with the scan lines... How do you do that?
I don't know what you exactly mean, but you can try two different things:
You can go: image>adjust>hue/saturnation (check colorize box > 120 - 25 - 0) to the layer you want to color.
OR you can hold control (options key on the mac) and click on the layer that has the blinds. You make the green you want as the foreground colour, and press alt+backspace (fill selection) You can also try a combination of the two.
