Getting low fps on a good system?

Hey I have been having FPS problems since beta, in that my game jumps from 50-70 fps the whole way down to 20 -30 fps. It is 50-70 when at base, but as soon as I start going more into the map and combat it drops down to around the 30 fps area.
It is the same no matter what settings I set the graphics to (Low, medium, high, max)
My specs are:
CPU: Inter Core i5 2500K 4.60GHz Sandybridge
GPU: HIS 6950 IceQ X Turbo 2GB GDDR5
RAM: 8GB DDR3 1600MHz
Power Supply: OCZ ZS 650w
Motherboard: Gigabyte Z77X-D3H Intel Z77 (Socket 1155) DDR3
Currently running the game at 1920x1080 which is the standard I run every game at with no problem. I rarely ever have problems running new games at 60 FPS and above, it is quite literally only this game that I have problems with.
Any ideas?

I'm sad to say that performance has only slightly increased from when I bought this in 2010...it has gone up, of that there is no doubt...but it's still far from where it should be.
Everytime I upgraded...
I went from a 280 to 470, jumped in-game...performance barely changed...
I upgraded to a 2500K, 8GB RAM, SSD, ectera...increased, a little.
I upgraded to GTX670...nothing, GTX670, doesn't support SLI, so I forced it, and whalla, it does improve performance 20-30 frames...but it's still using 50% of less of my GPU's and less than 60% of my CPU.
Well it's safe to say it's not either of our systems themselves. Perhaps the game is just poorly optimized.
CPU: i7 2630QM
Ram: 6GB
GPU: Radeon HD 6850M
I experience a huge frame rate drop as already mentioned by others, but the most <u><b>interesting BUG</b></u> seems to be that the game at times only starts with 30 FPS max in the menu, and at times with 70 FPS.
The game seems to have issues with identifying or handling processors it seems. Which makes me think that it somehow doesn't utilize the i7s properly. (I guess that it has something to do with Intel turbo boost not working properly at times with this game?!)
I run the game at 1600x900. All settings on low, Multi on ( if that even makes a difference because I do not think that it does).
Alpha was pretty much unplayable for me. Beta was much more fluid but I am experiencing huge jumps to 20 FPS from around 35 -55 in game.
It is not using the onboard Intel gpu and it is not my drivers or max peformance settings... and my CPU is not throttled.

1080p, full high res I suppose with all AA, bloom etc switched on... 8v8/10v10 server I guess as well...
Well, your fps is fine for that than. If you want more fps, lower to 720p, med. textures, etc. And you will see increase in fps.
I have 50fps average in most 6v6 games with much worth PC =)
For those wishing simply to contribute to performance in ns2 , possibly helping the cause of your slow downs for everyone down the road yet without an immediate fix for you personally... Please submit a performance log of the most polarizing instance of fps drop by typing p_logall to create a round long log of your performance. The log is saved in your appdata folder at the end of a round or exit and you can zip it up and link it here.

I'm getting ~60-70fps average with 45 fps lows on all high @ 1080p (except AO turned off and texture streaming off). Smooth as butter for me. Only issue is red-plug when jumping around the map in commander mode

i5 2500k @ 4.5ghz
