The only 'exploit' you need at the moment is a good CPU. It gives you hell of an advantage.

I used to make anti-hacking videos for enemydown.co.uk when I was an admin there, installed wallhacks to see if people were hacking or not.
It is very difficult unless you have a first person view and wallhacks to see whether someone is wallhacking or not. At times I watched demos back with hacks on and it was far too close to call, but could be seen to be looking suspicious.
As soon as you make a video of someone who looks 'good' and label that person a hacker on the video title, you have already implanted that seed in peoples brains.
At times he looks like he is shooting early, but if you play 3 hours a day like ARC do then I know (from experience) that you start to judge player movement very effectively, and you often fire before someone strafes past a corridor based on what you expect from the player, and the sound they are giving off.
Innocent until proven guilty.
Oh man! I still see nightmares about you with the laser rifle! You just see the red beam closing in getting strong and stronger and then you're dead. :(

Thanks for the video..I notice many times he was shooting before entering the room. He has some type of hack wall. There was no way he can see through the walls next to the hive. There is no satellite not even near by to spot aliens.

Watched each instance of that video closely and there is nothing there to indicate he is cheating. You need to put down much better evidence.
All these clips can be connected to soundspotting, scan or effective positioning. Most of these clips are also from public play against inexperienced players, figuring out their hiding spots isnt really that hard.
Just look at some of the competitive streams where he was playing you can see plently of instances where he gets surprised by skulks. If you are looking for evidence of cheating then it should be relativly easy to spot it on these streams. But I doubt you will be able to find any.
I generally feel that accusing someone of cheating on the general forums is a very bad idea, even worse when you don't have any clear evidence of it. It will end up hurting the player reputation no matter what.
