How to limit framerate?

In options it says 100 fps, which is a waste on 60 Hz screen.
Graphics card always overheats and goes low-performance mode while cooling off.
Is there a console command to change this, possibly persistent through config file?

No there is not.
There may be third party programs capable of limiting your frame rate. Google is your friend.
