Am I the only one having this problem?

When I'm in game I randomly get 999 latency for no reason what so ever. I have every program (Except for Steam.) that uses my internet connection. But, when I start the game it will randomly spike up to 999 latency. I'll post my stats of my computer, just in case if it is. (But, the very first game I played, I played with a perfect 60 frames and highest details, and no problems like I'm having now.) Thanks in advance.

Video Card: Radeon HD 5700 Series
Processors: (X4) AMD Phenom II 4X 955 Processors
RAM: 4 Gigs
Internet: 20 MB Upload, 1 MB upload

Please tell me if I left anything out. But, I found out that League of Legends was open, so that might of been the problem. But, I still have some lag even before I had it open.

    running a game in he background can certainly cause this. it usually happens when your computer is not responding to the server, e.g. when it's calculating a lot (which can happen at the beginning of a match when it's caching everything currently needed). you can also see this after using alt-tab to return to ns2 because this process will temporarily keep your machine quite busy.
    if you get some minor lag/rubberbanding, it can also be due to the server not running at 30 ticks (use net_stats to check that).

    May also be a router issue:
    - What is your router?
    - Are you gaming over wireless?

    I'm using a router, but I have everything open for everything. And, I 'm using wired. But, it seems that most of the lag is gone when I closed my League of Legends.

    I've actually had this happen before, but not enough for me to figure out the cause of it.

    I was in a public building however.
