Don't make it regenerate.
here's the reasons why i think jetpack energy shouldn't regenerate:
1. It's completely unrealistic, even for a highly fictional game such as this.
2. Marines already have the luxury of phase gates.
3. Based on #2, Marines don't needs additional mobility, Jetpacks should be used wisely in combat, not just "Hold SPACE".
Of course it won't be left like that, visiting an armory will recharge the energy.
some will argue "It's running on fuel cells/advanced power generating contraption", well if they have fuel cells or any other advanced means of energy generation, then i bet they would also have more advanced weaponry for their time instead of projectile based rifles and pistols, wouldn't they?
I'm not saying jetpacks are bad, but imagine when the Exos come, and marines all have jetpacks and grenade launchers coming for the hive, it'd be more merciful to nuke the damn thing.
and now, with the lerks having to spend energy to fly, it makes marines much more efficient at flying and much more effective on the offense.
I repeat, jetpacks are supposed to be a tactical combat item, not an "Escape from teeth almost indefinitely" item.

Aliens have the luxury of moving much faster than marines and using vents to move around the map very quickly without needing to defend a building to keep that ability.
Jetpacks are crucial for marines, it's the only thing that allows them to even be remotely effective against fades and onos and keep them in the fight during the late game. If you remove the ability for jetpacks to recharge then nobody would bother with them because they'd be virtually useless, unless you gave jetpacks a huge boost in fuel before needing to refill.
Edit: Also I forgot to mention that jetpacks only recharge energy while the user is on the ground, so it isn't just "hold spacebar"
Marines have phase gates, which are far more effective than other means of transportation.

didn't patch 216 (latest) nerf onos, fades, and lerk flying??

a bigger base energy pool should do the trick.
Phase gates have their pluses and minuses and the aliens' forms of movements also have their pluses and minuses. Phase gates on one hand allow for faster movement across maps to static locations, but the phase gate has to be defended in order for the marine team to retain this ability.
Alien movement allows them to utilize vents and move faster overall to give them better accessibility to enemy controlled portions of the map which lets them harass the marines more effectively and give them more combat effectiveness.
Also the lerk can still glide without using energy, it simply costs energy to flap it's wings now. I personally don't play lerk so I don't know how much of a nerf this is but they still seem to be able to fly relatively fine from what I've seen.
