hlds update missing files ?

from what i can see the hlswupdatetool.bin or tool is not picking all the files up and also shows inside console when game server starts.
i thought it couldnt be right so i deleted the full game and re did a new install and at the beginning of the install it shows missing files from the hlds update tool.
really wierd for me. ? any help on this would be appreciated

Those models are just not in the game yet.
how do i know that the server is online then ? like is there a game server list or hlsw ?
