Nice. I saw in the other thread that you were talking about hacking your own water - I take it from what you're doing here that the water you want to do will always be on the other side of the glass from the player, and not a volume they can actually interact with? If so that should be doable with come clever use of effects.
I think you're off to a good start here. The blue colour is too strong though, I suggest you add some more green to it, and desaturate it a little. You should have a play with the fog controller settings to change the colour of the ambient fog, that will make a big difference to this. Maybe you could also play around with creating some underwater particle effects in the cinematic editor.

Some more or less static life is required: Algae, other plants, fish, oysters, etc. You can probably have a heat effect or something to simulate waves and a particle emitter to produce bubbles floating up.
But remember to limit your creativity to gameplay safe levels or people will use this room as killbox with the window in their back.
