    Serverlag probably, type net_stats into the console and check to see what the server tickrate is. If it is anything below 20 or arguably 15 it will give you rubber banding (resting your movement every few seconds)

    If it is at 30 try r_stats in the console to see if it is a local client lag, optimisation threads are among us plenty. However there isn't a helluva lot to tweak currently

    Nice console commands list:

    When your playing a server type this into the console:
    <!--quoteo--><div class='quotetop'>QUOTE </div><div class='quotemain'><!--quotec-->net_stats<!--QuoteEnd--></div><!--QuoteEEnd-->

    You'll see some text pop up in the top right of the screen, checkout what the server tickrate is, sometimes even if you have good ping, the server itself may have trouble keeping pace, if the tickrate is low (less than 10), you'll feel lots of hitching even if its only in the mid teens. Also remember with new collision detection the laggier the server is then the more work your computer has to do.

    EDIT: Aw Kouji you beat me to it.
