unable to scroll view as commander

Sometimes, when I am commanding, the map view stops responding to scroll commands. This includes putting my mouse to the edge of the screen, as well as using hotkeys. I can still use the mouse to click on the minimap to show the place I want. However, that is inefficient and annoying.
This usually doesn't happen the first time I command. Often, I command for a while, the round ends, and then I command a later round and it happens again. Restarting ns2 usually fixes this.
P.S. I am not certain if this is an alien-only problem or if it applies to marines as well.
