Yeah, it's a mod that checks if you're VIP or not. VIPs have a player slot on the server that only they can use. VIPs won't get thrown out of servers with 10/11 players when they try to join, but the not-so-important people will. If the server has less than 10/11 players, regular people can join and play as well.

Usually depends on the community you are involved with. By community in general mean forums and or/if you have PAID for that slot. Which means you are not part or have not done anything to warrant you a SAVED slot in that particular server.

It should be pretty easy to tell when a server uses reserved slots though, just check if it has an odd (as in not even) value for max players. If a server has 10/11 players, don't bother trying to join.
This is one of those things the developers were worried would happen. I think it's about time the Master Server got some sort of check-sum or something. To prevent modified servers showing up. They're not only annoying, but they also prevent good feedback and in some cases might loose the game sales if the modification is particularly bad.
I made that mod, as I figured that some server admins want to get acces to their servers at any time, or maybe use the reserved slots as a priviledge for their friends (or whatever other reason they might want reserved slots). And because I hoped that they would grant me the reserved slot priviledge ;) (which some did :D!). Some servers do actually get full, and directly after a patch they all get filled fast, making the mod actually usefull.
Also, each server admin may choose how many of the slots should be reserved slots, so not all servers use only 1.
Sadly ns2 got quite a few limitations in this stage, aswell as lack documentation (is to be expected with a beta though), so I have no idea of how to limit the visible maxslots in the browser, or if it even is possible yet. Neither do i know how (or if it is possible) to change the string the client see when kicked, so I cant make it say "kicked for joining reserved slot".

The game isn't massively playable, and there aren't many people playing it.
