The movie is called "Cargo". Some "cargo" gets loose aboard a space vessel and wreaks havoc. TSA was responsible for its containment. Obviously an original choice for an agency name, and in fact not similar to anything we've heard of here because this movie was actually released FALL 2009.

Yes, the TSA is the group that is responsible for airport security in America, so I imagine in the future they would also do space station security. It stands for Transportation Security Administration.

And judging by the trailer, I would think it has to do with transporting Alien Material, or Genetically Modified Humans, or something nasty and evil that Corporation X was up to, and the main characters discovered and then they were hunted by members of Corporation X so it could be kept a secret. The trailer hints at nothing that could be reasonably linked to NS.

Except of course for the part where you missed that it stands for Trans S(omething, either "Space" or "System") Authority... y'know, like the big picture up top?
Aside from NS, there have always been a few "TSA"s around, but unlike this one none deal with space transportation and certainly not with securing alien materials on space missions while having an abbreviation that exactly or nearly expands to the same as in NS.
But yeah, it's like you said, obviously there's no relation because they actually released in FALL 2009.
With billions of people on this planet, you can be reasonably sure that someone has, is, or will eventually think up the same idea you did. There's plenty of really original designs I've done and never showed anyone, only to see that years later, someone has basically reproduced it almost exactly.
So yeah, ideas are a dime a dozen, it's all about who can implement it.
Now, add on to that the fact that there's only so many names you can give some kind of space faring authority that sound sound plausible. Now that's even further compounded by there being only so many of those names that sound good when turned into an acronym that can roll off the tongue. Just say the letters TSA, feel how that rolls off the tongue if you're a native English speaker? That acronym sounds just about right for the setting. As such, it's even more likely that someone will come up with that name in parallel.
Pfft.
You know what else rolls off the tongue nicely? "Tantooine". I've always loved the way the "oo" and "ee" vowels merged. In fact, I think I'll name my next Enterprise-class starship that, while it docks with Deep Space Three, on an important mission to capture the Brain Bug deep within Zerg space.
I mean there are only so many parallel ideas right? It's in no way fathomable that NS had quite a large european/german following and that maybe the acronym just "rolled" off someone's tongue, maybe a family member, or just random fanboi on the internet, because we all know indie/international/cult films never get any influence from grassroot sources like the internet and video games, let alone hollywood blockbusters, right Scott Pilgrim?
