Game won't launch

RenderDevice: ATI Radeon HD 3850 AGP (6.14.10.6860)
Direct3DDevice::Vertex buffer initialization failed- 104857600bytes (dynamic)
Every time I try to run NS2 I get this error in the log and it crashes on initializing. I don't really understand as I was able to use the editor just fine, and it's not like I don't play any modern games (supports 9.0c on Windows Xp). Does anyone else get this error?

If I run the game in High settings it crashes with memory errors following a bunch of files, however the game works on medium. Even stranger is the game's fps improves for me on medium over lowest, go figure..

Changed the startup commands so -w 1280 and -h 800 with no effect
-full -w 1440 -h 900
But it didn't even try to start at full screen
Something must be making it start in a window and I cant find what it is
Instead, look in your C:\Documents and Settings\<user>Application Data\Natural Selection\ folder and edit the config file.
And I put this inside it
<fullscreen>true</fullscreen>
<quality>0</quality>
<y-resolution>900</y-resolution>
<x-resolution>1440</x-resolution>
Saw it from another thread
quality 0 or 2 made no difference
Try setting fullscreen to false.
And it didn't even change the resolution
Shouldent the file be in the steam folder not the appdata folder?
