Go to your App Data folder "C:\Documents and Settings\<user>\Application Data\Natural Selection 2" and edit the options.xml file. There are a few headers that describe the resolution setting, detail level, and full screen.
It's not a splash screen - it's the game menu, but it's decided to go that small :s

Just tried to run it in 320 x 200 but it crashes in full screen mode. :( Works in 640 x 480, though and looks surprisingly good at that low resolution.
