Install directory?/Steam Error

Where exactly does the new build need to be installed in order to make it run with Steam?
My Steam runs off a folder on my second harddrive, and launching NS2 from its default install path, or from inside the /steamapps/common path (copied and pasted it over in hopes it would help) just gives me the error "Initialization Error - Unable to initialize network services. Please check that the Steam client is running locally."
Running Windows 7 x64 Professional.
