Okay, DCCA is a term coined by me, its quite simply to deny the commander use of the command console!
Often when marines set up base, they often leave the command console area undefended. A particular bonus is if the command console is perhaps cut off from the other structures.
Its usually possible to run past the turrets, and then you are in the safe command console room. Theres a couple of maps, where the CC is sited on a different area, up some steps or elevator and left undefended.
<b>Harassing the Commander</b>
I had a great time doing this! The best time to do this is perhaps middle game, when marines seem to have put the pressure on with their expansion.
Run past the complimentary turrets to the CC when its all quiet at the base, ie, all the marines are too busy somewhere else.
Then begin munching at the Command Console, the Commander will soon log out, and try and shoot you. One things for certain, most commanders don't usually load up their ammo before entering the console so run out pretty quick. You'll probably kill him the moment he leaves the console anyway.
This is the fun part, while he is waiting to spawn, take a few more munchies at the CC, then you'll hear the commander spawn again, so get ready when you hear him coming. Its easier if you have cloaking so you can hide from him. He'll come up again, and then you'll kill him again.
.. More munchies at the console... etc.... etc.
I've practiced this strategy in quite a few games now, and managed to deny the Commander of the Console in one game successively for 5 times before I eventually died. You might not be able to destroy the CC, but stopping the commander from commanding can buy you valuable time, especially since the marines won't be able to get med packs and ammo. In effect halting their expansion.
The best thing about this strategy is that the Commander is quite easy to kill, I think this is due to the lack of field practice from sitting in that console chair and getting fat.
Also if you could get too skulks in the CC room, then maybe one could evolve into a gorge and start building defences in there to really keep the commander out. This is one way to turn a losing game into a winning one.

Chomp the CC. Eat the commander when he pops out. Eat the marines comming to help the CC.
Soon you have a lineup of 3-4 marines that are going to spawn a few seconds apart, making them easy prey.
Also great if the Commander is the only marine at the base because you can get a bunch of marines to run/phase-gate back to their base to protect it, especially of the Commander just got eaten. He'll be screaming "GET TO THE BASE, PROTECT THE CC!"

that really, really puts a kink in any of their plans.
