NS2 will most likely come with a reasonable array of environment props and models.

If you want to make your own models for NS2, any well-known modelling program should do, since the NS2 modelling pipeline is based on COLLADA, which most of them support. You can find plenty of good tutorials online.

If the NS2 team release tools for making models, which software will they be designed for?

They won't release a tool for making models. Use Max, Maya, Blender or XSI for that. Or any other modelling package that supports COLLADA (.dae files). All NS2 models can be compiled from .dae

XSI mod tool is the best free modeling program out there, unless you wanna go the Blender route.

    May I suggest using Blender?
Youtube has tons of tutorials to make stuff.

Blenders UI makes the program more complex than waht it is. Heard they redesigned it in a patch.

Just use whatever tools you can get your hands on and have a little play around with each using tutorials. I'm still quite oldschool using Milkshape 3D myself :D

For NS1 I used Milkshape to fix borked polys and Notepad to animate.

Understandably, I'm not doing any modding for NS2

    :D
