Not all of us look on our screen to see what is being upgraded...
So I thought it would be nice if when the commander starts to upgrade something, let's say the AA, a voice would play saying "Advanced Armory upgrading" and then "Advanced Armory complete."
This could help marines know what is currently being upgraded and when something is complete and what the commander is spending resources on, and the what the commander isn't spending resources on.
This could tell if you if the commander is making a bad descision in upgrading something, instead of upgrading something else.

i find this unneeded. though it's too early (for the publlic) to say what the commanding experience is, i see this would get drastically annoying. especially if he has things hotkeyed. I don't mind so much as visual or chat oriented alerts.
Just imagine your seeking a skulk who you know is hiding, then a flood of these alerts comes in... you can see where i'm going with this. It would just be too distacting.

Why not a button you hold (or toggle) that displays the entire tech tree, similar to the minimap, with incomplete upgrades grayed out, completed ones lit up, and currently researching techs with a remaining time stamp. Simple enough.

I like that idea for the comm. It would probably make the tech tree easier to understand. Not that it's hard to remember you need a armory before an armslab and an AA before Proto, but if it got more complicated, this would be a good way of eliminating "hidden knowledge".
It's nice for the marines too. See if the PGs are teching and proceed to a vital spot for example. It cuts some useless chatter and allows people to see the big picture a little better.
Hearing those same things could get annoying game after game and potentially one right after another right after another could be annoying. Disruption wise you could be listening carefully for alien activity and it makes a bunch of noise and you miss a sound you would have otherwise heard that could cause you to get killed. Conversely if it isn't that loud you just might plain not hear it over the gun fire and then you're left thinking the upgrade hasn't been started.
I think a little visual cue is sufficient. But an alternate idea to the sound I had was just have a pop-up like how the map pops up but instead display all current upgrades, which ones are being researched, and you'd probably even have room to show the progress on the current ones. That way anytime someone wants to see what upgrades the commander is doing they just press the button and they can see exactly where they stand at a time of their choosing. It could also have a symbol for a structure in the upgrade process that has been dropped but not built by showing some percentage built. That way if someone was about to complain about upgrades not being started, they could pop open their menu and see that the structure has been dropped but no one has built it. Or they can see how far along an upgrade is to know when the commander started it.
That also gives me the idea of having some sort of pop-up either shown visually over what you're looking at or as some sort of list of unbuilt structures. Maybe nobody would use that, but if you just want to focus on making sure stuff gets built you'd have a little build-job list for yourself. Which could maybe be used by the commander in some way too, to emphasize the need for something to be built. Like a waypoint with structure name for a structure that removes itself once the structure is complete. Or perhaps showing percentage complete and/or changing color when someone starts building it so you can see that someone else is working on it.

If this feature was going to be implemented, I agree with this method.
