why am i getting choke?

<div class="IPBDescription">up to 60</div>hey guys.. i have cable connection 100kbpsdown 10up. i get 80ping on one server. my rate setting is 99999, cl_cmdrate 75 cl_updrate 80, my fps_max is 100 and i am getting constat 100fps. and for some reason iam getting up to 60 choke whenever there's bunch of players attacking. any ideas how to get it fixed?

Why the hell would you use rate 99999, lower it to 10000-20000, dunno if it helps to your choke problems

check ur ex_interp settings, if its chokin set it to 0.1
