Good luck. The majority of players (Especially the newer ones) play more combat than NS. Then among those who play NS, many probably won't be interested. Even staying in contact with those who are interested can be a challenge. If you want to expand competitive play, there are much better ways to go about it - advertising in NS server forums, for example. The ANSL has notable success in getting new players in that way. If you just wanted another World Cup, you'd be better off trying to create the best teams each country can offer.

It takes about five seconds of spectating to see whether someone is a newbie or an experienced player. Most of the time you don't even need to spectate.
it'd take a lot of organization. You'd have to take applications, run trials and choose your squad based off their ability + availability. You'd have to enforce things like requirement for IRC etc.
"Beginners" is extremely subjective. I've been playing since release day and I still consider myself a newbie to the game, because there's so many strategies and tactics that I don't know or can't put into play effectively, and I don't know how to comm. The scoreboard is also a somewhat terrible way to judge someone's experience too, since a world-champion FPS player could know nothing about NS yet rack up the most kills (and points) due to having a crack aim. Like MrBen said, it'll take a lot of trials to see how you're going to set teams up, and by the time you've done that, you've already run the tournament!
I've sort of reached a plateau and just won't get better. I have no experience of a decent clan <img src="style_emoticons/<#EMO_DIR#>/sad-fix.gif" style="vertical-align:middle" emoid=":(" border="0" alt="sad-fix.gif" />. I'd like something like this to get a few players into competitive games, like the NS.Gathers.
